Job description
This role acts as the core facilitator and Agile Master for IVB comprehensive organizational restructuring and 3P (Position, Person, Performance) salary reform project. The incumbent will combine banking HR expertise with the framework to lead four key workstreams: Organization, Process, Job-Matching, and Compensation, ensuring that the transformation solutions are market-competitive, compliant, internal equity principles and actionable.
- Perform works related to Department (20%), including:
1. Develop policy documents
• Research, analyze, develop, promulgate and revise relevant policy documents over periods or as required
• Plan personnel expense budgets for IVB whole system
• Work with Government Agencies for relevant HR issues (if any)
2. Develop annual headcount and recruitment plan of IVB
• Develop, control, update the regulations, procedures related to annual headcount and recruitment plan
• Develop and work with HR Management and Development Department for setting recruitment budget
3. KPIs assignment and evaluation
• Implement the KPIs for units and individuals: propose, assign, manage, supervise
• Summarize, evaluate and submit for approval
• Propose, give comments to improve the operating results
4. Model and Network
• Model:
+ Monitor and evaluate the organizational model to propose solutions and submit to perfect in accordance with IVB strategies, business policies in each period and implement the approved model.
+ Cooperate with HR Management and Development Department to issue decisions, announcements related to personnel work
• Network
+ Check the business statuses of Units to review for annual scale adjustments.
+ Coordinate the cooperation of professional units for new establishment of Units
+ Cooperate with General Administration Department in periodically reviewing physical conditions of BUs to meet the business requirement.
+ Summarize and submit for internal approval on the annual network plan and submit to SBV timely.
+ Implement relevant legal procedures related to Branches, Transaction Offices, Representative Office
- Perform works related to 3P System (80%), including:
• Standardize Job Functions, Job Levels and Job Grades, Job Descriptions for all positions.
• Design mechanisms for salary placement, salary increases, salary adjustments, appointments, promotions, transfers.
• Pay for Position: Lead/participate in bank-wide Job Evaluation (JE) and 3P Pay Bands, perform market benchmarking, and conduct payroll cost impact analysis.
• Pay for Person: Establish a standardized bank-wide Job Description repository and Competency Framework; drive job-matching and capability assessment mechanisms.
• Pay for performance: Link and implement, supervise to fit with current KPIs evaluation method and propose adjustments if necessary.
• Org & Process Optimization: Assist in refining the Target Operating Model (TOM) for HO centralized operations; help build cross-departmental matrices and Schedule of Authority (SOA) between HO and branches.
• Transition Policies: Design smooth transition policies and performance-linked merit increase mechanisms for employees.
• Facilitate decision-making workshops to build consensus between HO and Branch management on new organizational structure and 3P compensation schemes
Job requirements
1. Professional experience
• Bachelor’s degree upwards in Economics, Banking, Human Resource, Business Administration or other related fields.
• At least 7+ years of HR experience, with minimum 3+ years of expertise focusing on 3P Total Rewards design, Organization Design, or HR Transformation projects in equivalent management positions
• Banking/Financial sector HR experience OR consulting background from Tier-1 HR firms (e.g., Mercer, WTW, Aon) and project implementation/administration is highly preferred.

• Employee coaching skills and effective communication skills.
• Excellent cross-departmental negotiation, workshop facilitation skills under high-stake conditions.
• Professional fluency in English (Mandarin Chinese fluency is a strong plus).
